One of the best things about Silverlight is the ability to integrate a great deal of code from third party libraries. Unfortunately, this code can sometimes get in the way of the user experience.

But I think the real reason silverlight developers are stealing your code is that it is a good way to get the developer’s code on the user’s machine without having them actually using that code. Its easy for a developer to get your code into the wrong hands, but if that developer isnt using yours to make a commercial product, they will likely be using silverlight to sell the commercial product.
A few sites have made the decision to offer silverlight downloads and have found that their users have a lower bounce rate than regular download sites. As long as the developer is honest (they are), any site that offers silverlight downloads should not worry about getting caught.
I personally find that people are less likely to visit sites that offer silverlight downloads because of the fact that they can download it directly to their hard drive from the site. The reason for this is that silverlight is not a downloadable application, but rather a plugin that can be installed. So you can download it and run it from the site or download it directly to your hard drive from the site.
